President Biden was once again seen with a notecard giving him instructions and this time it was oddly specific, telling him how to enter the room, walk, and sit, bringing into question his cognitive abilities.

The president was once again blasted over using notecards. Many took it as a further definitive sign of cognitive impairment. Even the left ran with it. Mediaite colorfully noted that “The card did little to dispel a notion among Biden critics his avocado has slipped off his toast.”

During a “Meeting on Federal-State Offshore Wind Implementation Partnership” on Thursday, Biden arrived with a binder of talking points and was at one point handed a chart ridiculously comparing offshore wind turbines to iconic landmarks such as the Empire State Building and the Eiffel Tower. He skipped out on a meeting with oil executives.

He began the meeting by commenting that he was “disappointed” by the Supreme Court’s decision on Thursday that upheld the Second Amendment and struck down a New York concealed carry law.

The president was seen reading a very curious and disturbing notecard. Photographer Drew Angerer caught the image that went immediately viral. On one side of it is Biden’s own handwriting, while on the other side there were incredibly specific directions for Biden, entailing his every move.

“YOU enter the Roosevelt Room and say hello to participants,” the first bullet point stated. “YOU take YOUR seat.”

Going down the list, the next one reads, “Press enters,” then “YOU give brief comments,” with a parenthetical statement reading, “2 minutes.” The president wound up bloviating for approximately eight minutes.

After the “Press departs,” Biden was instructed, “YOU ask Liz Shuler, President, AFL-CIO, a question,” with a note that Shuler was “joining virtually.”

The last bullet point stated, “YOU thank participants” and “YOU depart.”

When asked by Fox News about the weird instructions, a White House official said that the card was a very standard format used by politicians and government officials at public events.

Hannah Hankins, who is a former White House communications official for former President Obama also told Fox News that he used notecards during his tenure that were similar in format. But it seems odd that those cards were never seen or photoed by the press.

This is not the first time that Biden has been seen using cheat sheets. In March, he was caught with a notecard that read, “Tough Putin Q&A Talking Points” during a news briefing concerning the Russia-Ukraine war.

In July, Biden was given a note that said, “Sir, there is something on your chin.”

According to the Baltimore Sun, the purpose of Thursday’s meeting was to initiate a “formal partnership with 11 East Coast governors, including Maryland Gov. Larry Hogan, to boost the growing offshore wind industry, a key element of President Joe Biden’s plan for climate change.”
