Sex offender arrested after allegedly offering parents $100k to ‘buy’ their daughter, and he’s done it before

A registered sex offender in Florida was apparently looking to pick up his next victim like he would a loaf of bread by offering a parent $100,000 to purchase their young daughter while strolling through a Winn Dixie grocery store last week.

The same man reportedly offered to plunk down double the money in 2018 in exchange for another woman’s 8-year-old child, according to a Fox 35 report at the time.

Police reported that they began the thorough investigation into the alleged actions of Austrian native Hellmuth Kolb after “the parent’s clear concern that someone was  insistent on attempting to purchase their daughter in a grocery store.”

“Hey, hey. I want to make a deal with you,” Kolb said while following the pair out of the store according to the affidavit filed to support the charges, ClickOrlando reported.

The affidavit that led to Kolb’s August 25 arrest also documented that he approached the girl and her parent in what they thought was a “harmless conversation yet creepy,” where he apparently remarked about her looks and questioned her age.

Law enforcement contacted Kolb’s current probation officer who confirmed that he is not supposed to have any contact with a minor due to a previous similar issue.

“Mr. Kolb should have simply stuck to just grocery shopping,” officers noted on social media although they were happy to provide “a complimentary ride in one of [the] air-conditioned Police cars, and a free stay at Hotel 92” in the Volusia County Branch Jail.

The 2018 incident occurred at a Port Orange Walmart where Kolb was reportedly videoed getting physical with the young child during his solicitation to purchase her from her mother.

“Yes, he touched her leg, and also grabbed her arm and kissed it when we were trying to get away from him,” mother Tracy Nigh told 911 operators.

“It was very shocking – absolutely shocking – it was right there in the public eye!” Nigh commented after the troubling run-in with then 81-year-old Kolb.

Recognizing the dichotomy between liberal and conservative views on protecting children, one person noted on social media that this appalling action would likely be legal in a blue state soon.

All the while, other people joked they were all too eager to give their child up for a much lower sum of money.

But another person questioned if trying to buy a child was even a sex crime or if there are legitimate reasons to want to buy a child.

Um, no. Going out on a limb here to confirm that there are no legitimate reasons to buy another person’s child in a grocery store.
