The Minneapolis Police Department is investigating bombshell claims that Congresswoman Ilhan Omar (D-Minn.) and her allies masterminded an illegal ballot-harvesting operation to exchange cash for votes in order to rig elections.
“The Minneapolis Police Department is aware of the allegations of vote harvesting,” the department announced in a statement. “We are in the process of looking into the validity of those statements. No further information is available at this time on this.”
The explosive allegations surfaced after an undercover Project Veritas video showed one of the alleged ballot harvesters (named Liban Mohamed) bragging about illegally collecting hundreds of ballots from Somali immigrants in Minneapolis to help his brother, Democrat City Councilman Jamal Osman, get elected.
In a Snapchat clip excerpted by Project Veritas, Osman boasts: “Numbers don’t lie! You can see my car is full. All these here are absentee ballots. Look at all these, my car is full! All these are for Jamal Osman. We got 300 today for Jamal Osman!”
No individual can be the “designated agent” for more than three absentee voters under Minnesota law.
Project Veritas said its investigation shows that countless absentee ballots were illegally gathered from elderly Somali immigrants in Ilhan Omar’s district.
Omar Jamal — a Somali community leader who’s the chairman of the Somali Watchdog Group — said Omar and her camp masterminded the “rampant voter fraud scheme.”
Jamal told Project Veritas: “Nobody would say that Ilhan Omar isn’t part of this, unless you’re from a different planet. But if you live in this universe, everybody knows it.”
Jamal said Ali Isse Gainey — a senior Ilhan Omar staffer — is at the center of the vote-buying scheme, which includes paying off election judges and precinct managers, in addition to bribing people for votes.
“She’s [Ilhan Omar] the one who came up with all this [pay-for-vote fraud],” a source told Project Veritas. “She’s the one.”
Omar Jamal said cash-for-votes is an open secret in Omar’s district of Minneapolis.
“The techniques that he [Ali Isse] uses to exchange money for votes — that’s not a secret,” Omar said. “It’s open and everybody knows about it — $200, $300 per ballot received!”
Project Veritas founder James O’Keefe posted a video allegedly showing an Omar-connected ballot harvester exchanging $200 for each general-election ballot they illegally collect from a voter.
An anonymous former worker told Project Veritas that the ballot harvesters are often seen carrying around bags of money to make their cash-for-votes bribes.

Omar Jamal also said that Ilhan Omar’s operatives go into the voting booth, pretending to help the voter, and then cast the actual votes.
An alleged Minneapolis ballot harvester was recorded on an undercover video explaining that the operatives accompany the voter into the booth to make sure they vote correctly.
“They ‘help’ us at the voting booth. [The election officials] allow them to help us,” the alleged ballot harvester said on camera. “They go inside with us and they actually [vote] inside there. They actually are the ones who vote. They do the voting.”
Osman Ali Dahquane is a Minneapolis cab driver who claims he was involved in a local vote-buying scheme. Dahquane told Project Veritas that Ilhan Omar stole the August 11 Democratic primary election in her district through voter fraud.
“The black guy [Antone Melton-Meaux] had most of the money, but we took the money from him and we voted for Ilhan,” said Dahquane.
Dahquane continued: “They [Ilhan Omar operatives] spent a lot of money. I was given money so I could vote. I was given money so I could vote–$800.”
