Governing for Impact (GFI), a secretive group funded by billionaire George Soros, is reportedly working behind the scenes of the Biden administration to implement progressive policies that reverse Trump-era regulations in education, the environment, healthcare, housing, and labor.

Fox News has reviewed documents that purportedly show the shadowy group is hard at work implementing more than 20 progressive regulatory agenda items.

“Open Society is proud to support Governing for Impact’s efforts to protect American workers, consumers, patients, students, and the environment through policy reform,” Tom Perriello, who is the executive director of Soros’ Open Society Foundations, told Fox News Digital in an interview.

“Their work gives voice to people often overlooked in a regulatory environment too often dominated by corporate interests,” he asserted. “Our support for Governing for Impact’s work is publicly available on our website and we are transparent about our enthusiasm for their victories for American workers and families.”

GFI, however, does not appear to be transparent at all. If you search for it on search engines such as Google you won’t find it. The only thing that comes up is a group called “Govern for Impact” which is seemingly not related to the entity. There are no news reports or press releases connected to the clandestine group either except for a previous Fox News piece that covers dark money.

The group seems to have made one misstep that allowed its existence to surface. It looked for talent on Harvard Law School’s website. The post, which has conveniently disappeared, reportedly sought legal policy internships, according to Fox News.

The posting on Harvard’s site was revelatory. It stated that GFI was founded to prepare the Biden administration for a “transformative governance” and that it had produced “more than 60 in-depth, shovel-ready regulatory recommendations” for dozens of federal agencies. An email ending in “@governingforimpact.org” gives away the website.

“Many of the proposals on this site focus on how the new administration could unwind the previous administration’s harmful regulatory legacy, but GFI continues to take on new policy projects at all levels of government,” the site contends.

According to Fox News, a Harvard Law grad named Rachael Klarman is leading the group. Her father, Michael Klarman, who is a professor at Harvard Law and appears to have ties to a number of progressive advocacy groups, is reportedly an advisory board member of the leftist dark money group Take Back the Court.

“Governing for Impact conducts and shares research designed to help ensure that the federal government works more effectively for everyday working Americans, not just for members of industry groups that have long devoted vast resources to pursuing their own policy agendas,” Klarman said in an interview with Fox News.

“We were founded in 2019 and have developed detailed regulatory recommendations for multiple federal agencies, which are published on our website,” she claimed.

“Governing for Impact is the perfect example of the Left’s fake outrage over ‘dark money’ in politics,” Parker Thayer, who is with the Capital Research Center and discovered GFI, told Fox News. “As a ‘fiscally sponsored’ dark money project that writes and pushes regulations from the shadows, hidden from the public and funded by one billionaire foundation, GFI embodies everything the Left pretends to abhor.”

The uncovered memos, for the most part, do not reveal who wrote them. Partnerships with groups such as The National Student League Defense Network, the Center for Law, Energy and the Environment at Berkeley Law School, and the Economic Policy Institute are revealed, however.

According to internal slide shows, GFI has prepped legal policy memos for at least ten federal departments and agencies. The group has also created ten administrative law primers as of 2021.

In an end-run around filing with the IRS, GFI is financially sponsored by the New Venture Fund that is managed by the D.C. consulting firm Arabella Advisors which has ties to a dark money network. The links between the groups were discovered through George Soros’ Open Society Foundations (OSF) grant database. According to that research, Soros nonprofits doled out $12.98 million to GFI and its related action fund in 2019 and 2020.

“As a fiscal sponsor, New Venture Fund provides operational and administrative support to help advocates and philanthropists quickly and efficiently launch new solutions to today’s toughest challenges,” the group reported to Fox News. “New Venture Fund explicitly does not engage in partisan activities or support any electoral campaigns, and we comply with all relevant disclosure laws and requirements.”

GFI is also entwined with the shadowy Sixteen Thirty Fund.

“Sixteen Thirty Fund supports progressive causes and campaigns fighting for economic equity, affordable healthcare, climate solutions, racial justice, voter access, and other essential social-change goals,” the group noted to Fox News. “We follow all local, state, and federal law with respect to the disclosure of individual donors and grantees.”
