How Kamala Harris can mitigate root causes of migration

BizPac Review has reported that Joe Biden’s policy was always to flood the country with illegal immigrants. It questions whether Kamala Harris’s June 7 trip to Guatemala is “a planning session to funnel more Democrat voters into the country.”

Based on current policy, the answer is yes.

However, the opportunity has never been better for Harris to achieve her stated mission to mitigate the root causes of migration from the Northern Triangle (NT)—El Salvador, Guatemala, and Honduras. Guatemala is the only land route from South and Central America for contraband and human trafficking to the United States.

Harris got off on the wrong foot regarding the NT. She noted climate change as an acute and root cause, and she worried about persecution of blacks and women. Climate is tangential at best, and there is no persecution in Guatemala that fits the requirements for asylum. By already meeting with socialist organizations, Harris has signaled to Guatemalans she will continue Biden’s previous policy.

As Barack Obama’s NT point man, Joe Biden leveraged US aid to extend the UN-created anti-impunity commission: CICIG. As its major donor and supporter, the US embassy used the CICIG to bludgeon Guatemalan institutions to name socialist magistrates to the Constitutional Court (CC), Guatemala’s last word on judicial matters.

The magistrates’ illegal rulings protected groups descended from the Fidel Castro-supported guerrillas and destroyed businesses. The results were increased violence and emigration.

The Morales administration (2016–2020) expelled the CICIG in 2019. Since then, Democrats have expressed concerns about corruption as a key driver of migration. National Security Council Director for the Western Hemisphere Juan Gonzalez said in January that Biden was upset about the CICIG’s absence and would create a new anti-corruption regional commission.

None of the three nations would agree to such a commission because of the CICIG’s established record of criminality and agenda-driven justice. US sanctions against specific individuals are the only option.

That has already begun. However, the Biden regime’s definition of corruption means anyone who opposes its agenda. That includes people who support the rule of law and economic development based on the founding US principles of individualism.

The Biden regime has continued his policy under Obama that yielded increased migration. To change the result, Harris must change the policy.

Gonzalez attributes migration to a “predatory elite,” the go-to boogeyman for socialists. Since the Spanish conquest, Guatemala has had centralized governance, including a corrupt judiciary and criminal prosecution, that has limited economic activity. Government officials could shake down wealthy individuals and companies, which contributed to campaigns to protect themselves.

The Obama-Biden Guatemala policy viewed most wealthy people as enemies to be subjugated. Those targeted and their kin became aware that they were close to losing everything they had, and they remain under the gun. Guatemala’s religious leaders also know their congregations’ right to religious liberty is mutually exclusive with the socialist tenet of the state as father, mother, and teacher.

The Biden policy threatens everyone’s liberty. To preserve liberty, all groups must unite and oppose socialist imposition in the NT.

Guatemala’s masses are desperate for change. While they generally do not connect a properly functioning judiciary with investment and opportunity creation, they are aware of the criminal socialists that dominate them.

After a five-year term in which the Constitutional Court protected criminal socialists, Guatemala’s authorities resisted US pressure for a repeat. The Biden regime attributed the resistance to wealthy elites. In fact, the US embassy had intimidated these elites away from participating. Biden’s people underestimated Guatemalans’ awareness of the CC’s harm and the damage to US credibility from its support for corrupt magistrates and prosecutors.

Biden’s efforts to impose socialism on Guatemala are uniting non-socialist Guatemalans in opposition. Harris could have great success in her new role by recognizing this new reality and changing policy.

The new policy would mean working with Guatemala’s government and civil society—not socialist agitators—towards the rule of law. The resulting investment would negate the need for US aid. The rule of law must include cracking down on gangs that dominate Guatemala, which would enable the reopening and creation of businesses.

The Biden regime has said Guatemala should use its armed forces to reduce illegal immigration. Instead, the United States would do better by helping Guatemala prepare its security forces to protect its inhabitants. With less violence and more opportunity, grateful people would cooperate with security forces to identify those involved in the illegal flows of migrants and drugs.

Mexico cannot control its criminal cartels. Guatemala’s 595-mile border with Mexico is key to reducing illegal flows. A continuation of the Biden policy despite its record of failure would confirm Harris is pushing migration to create more Democrat voters. If that is not her goal, she could successfully address the root causes of migration now.
