In an unprecedented public smackdown, FISA Court chief judge Rosemary Collyer torched the Obama FBI for defrauding the Foreign Intelligence Surveillance Court to obtain bogus warrants to illegally spy on Carter Page, a former 2016 Trump campaign aide.
At the time these alleged FISA abuses occurred, Obama FBI Director James Comey was in charge of the agency. President Trump fired Comey in May 2017.
In her damning four-page letter, Judge Collyer wrote: “The FBI’s handling of the Carter Page applications, as portrayed in the OIG [Office of the Inspector General] report, was antithetical to the heightened duty of candor described above.”
“The frequency with which representations made by FBI personnel turned out to be unsupported or contradicted by information in their possession, and with which they withheld information detrimental to their case, calls into question whether information contained in other FBI applications is reliable.”
“The OIG Report…documents troubling instances in which FBI personnel provided information to NSD [National Security Division] which was unsupported or contradicted by information in their possession.
It also describes several instances in which FBI personnel withheld from NSD information in their possession which was detrimental to their case for believing that Mr. Page was acting as an agent of a foreign power.”
Collyer — who presides over the secretive FISA Court — was reacting to a shocking report by the DOJ Inspector General Michael Horowitz (an Obama appointee) noting that there were at least 17 significant errors committed by the Obama FBI to obtain sham warrants to repeatedly spy on Carter Page.
Naturally, all of the errors and omissions were anti-Trump in nature, suggesting a pattern of bias to prevent then-candidate Trump’s 2016 election.

Judge Rosemary Collyer — an appointee of Never-Trumper George W. Bush — set a January 10 deadline for the government to propose remedies it will take to ensure such abuses of the FISA Court don’t happen again.
President Trump reacted to Collyer’s public scolding of the Obama FBI, tweeting: “Wow! “In a stunning rebuke of the FBI, the FISA court severely chastised the FBI for the FISA abuses brought to light in the recent Inspector General’s Report. There were at least 17 significant errors.” Means my case was a SCAM!”

The IG report indicates that the Obama FBI intentionally acted in a corrupt manner to illegally spy on Trump campaign aides. A mountain of evidence suggests that the FBI knowingly and willfully misled the FISA Court.
This is problematic because FISA requests are approved almost 100% of the time because the judge relies on the good-faith representations of the FBI and CIA that the surveillance is necessary to protect national security.
Surveillance by government intelligence agencies is not supposed to be abused in order to illegally spy on political opponents.
As Judge Collyer pointed out in her scathing rebuke: “The FISC expects the government to provide complete and accurate information in every filing with the Court.”
In July 2019, investigative journalist John Solomon reported that the Obama FBI knew way back in 2017 that 90% or more of Christopher Steele’s anti-Trump dossier contained bogus claims and was unverified, but they used it anyway to obtain sham FISA warrants to illegally spy on Trump campaign officials.

Despite their skepticism about the debunked Steele dossier, Obama holdovers in the FBI (under James Comey’s direction) used the dossier to support their requests for FISA warrants in order to spy on Trump campaign aides.
The FBI also knew that the dossier’s author — discredited former British spy Christopher Steele — planted stories in the media in order to buttress the bogus claims made in the dossier, which was paid for by Hillary Clinton‘s 2016 campaign.

The FBI then used this circular reporting to bolster its sham FISA application in order to illegally spy on the 2016 Trump campaign.
The FBI never revealed to the FISA court that the dossier was paid for by Hillary’s camp and that the dossier’s author, Christopher Steele, passionately hated Donald Trump.
