The recordings were made in a classroom at El Rancho High School in Pico Rivera, California, the San Gabriel Valley Tribune reports.

“We’ve got a bunch of dumbs***s over there,” Salcido said. “Think about the people who you know who are over there — your freakin’ stupid uncle Louis or whatever, they’re dumbs***s. They’re not, like, high-level thinkers, they’re not academic people, they’re not intellectual people, they’re the freakin’ lowest of our low. Not morally, I’m not saying they make bad moral decisions, they’re not talented people.”

Referring to US military’s performance in various wars, Salcido declared “we don’t have a good military. We haven’t been able to beat these guys wearing freakin’ robes and chanclas for 15 years. We couldn’t beat the Vietnamese. They were a bunch of people this freakin’ big throwing rice at us.”

The Democratic councilman asserted Americans who join the military do so because they have no other options in life.

“So, if you join the military, it’s ’cause you have no other options. Because you didn’t take care of business academically or your parents didn’t love you enough to push you, and then you didn’t love yourself enough to push yourself. …

“And then your parents even encourage it sometimes because they wanna get you off of their ass and they wanna get your grandma and grandpa off of their ass because their grandson is a piece of s***.”

He also expressed opposition to military recruitment at schools, comparing recruiters to “pimps.”

“Don’t you ever bring the freakin’ military into this freakin’ classroom. I don’t understand why we let the freakin’ military guys come over here and recruit you at school. We don’t let pimps come into school. ‘Alright, anyone interested in being a ho?'”

The student who recorded Salcido’s remarks, a 17-year-old senior who wished to remain anonymous, said his father and two uncles are Marine Corps. veterans who fought in Afghanistan, Desert Storm, and Vietnam.

“It was so disrespectful to my dad and my uncles and all veterans and those still in the military,” the student said.

Salcido himself didn’t comment on the incident.

El Rancho Unified School District Superintendent Karling Aguilera-Fort stated, “We cannot expose the disciplinary measures because it is a personnel matter, but there will be disciplinary measures taken.”

Pico Rivera Mayor Gustavo Camacho clarified that “The city council and residents of Pico Rivera are steadfast in the recognition that their (military members’) contributions are respected and that we are grateful for their service.”

Salcido has gotten in on-the-job trouble before. In 2012, he was put on administrative leave after the Sheriff’s Department received a complaint that he struck a student.

In 2010, a parent complained that the history teacher threatened his daughter and made inappropriate racial comments at a summer school class.
