The Senate Intelligence Committee released a bipartisan report Wednesday concluding that the September 2012 tragedy in Benghazi, Libya, was preventable and blaming the agency for security lapses.

The report called the State Department’s failure to take appropriate security measures especially inexcusable given that the CIA annex, located a mile away from the Consulate, “consistently upgraded its security posture” as conditions continued to deteriorate.

The report also confirmed that the raid was conducted by al-Qaida elements, including al-Qaida in the Arabian Peninsula and al-Qaida in the Islamic Maghreb, saying recently-declassified congressional testimony proved the White House was aware the attack was terror-driven from the start.

“Despite the fact that the September 11, 2012 attacks in Benghazi were recognized as terrorist attacks by the Intelligence Community and by personnel in the Department of State from the beginning, Administration officials were inconsistent and at times misleading in their public statements and failed for days to make clear to the American people that the deaths in Benghazi were the result of a terrorist attack,” Sen. Susan Collins, R-Maine, wrote in the report.

The marching orders to blame the attack on a “spontaneous demonstration” came from a White House meeting attended by then-Defense Secretary Leon Penetta, then-Secretary of State Hillary Clinton, Vice President Joe Biden and President Obama, according to Fox chief intelligence correspondent Catherine Herridge.

Herridge discussed the Senate findings with Fox News host Greta van Susteren Wednesday, saying the State Department had for months refused to hand the Senate an August 2012 cable detailing just how far the situation in Benghazi had deteriorated. The cable informed State Department officials that 10 al-Qaida and Islamist training camps were opering in Benghazi.

The president had to have known of the deteriorating situation in Benghazi through intelligence reports, U.S. Sen. Saxby Chambliss, R-Ga., told van Susteren on her show Wednesday, confirming that the Aug. 16 cable described at least 10 al-Qaida training camps.

“Not Libya — Benghazi,” Chambliss emphasized.
