The Internal Revenue Service is blowing billions in fraudulent tax returns to Eastern Europe, the Far East and inside the United States, an inspector general’s report shows.

So any potential tea party groups that don’t want to get harassed by the IRS might consider getting a Lithuania address. If the Baltics don’t grab you, there’s always Bulgaria.

Those tiny nations (combined population about 10 million, or about half of Florida) were the top foreign recipients of $4 billion in “refunds” the IRS sent out in 2012, according to an inspector general’s investigation report.

That means the agency with eagle eyes when it came to tax-exempt applications from conservative groups made up of American citizens trying to take part in American political process was turning a blind eye at the same time to identity fraud coming from overseas.

The fraud doesn’t sound particularly subtle, according to a CBS News report, which noted 343 refunds were sent to a single address in Shanghai.

Even granting the no-doubt crowded housing in most of Shanghai, (population about 14.3 million or about three-quarters of Florida), 343 IRS refunds going to the same address sounds a little off. Especially since only 443 refunds went to all of China.

(In fairness, the inspector general’s report stated the agency is now filtering refund applications to screen those coming from the same address, so some of those thrifty Shanghainese might need to move a block or so.)

This is the IRS that was pressured by the Obama White House since 2010 to crack down on conservative groups seeking tax-exempt status to get involved in the Democratic process. The IRS where worker bees got their second-hand marching orders from liberal columnists feted by the White House.

An agency that has time to monitor the prayers of Obama opponents and leak their information to liberal groups  doesn’t have time to screen tax returns properly to make sure American tax money goes to Americans.
