Texas law professor calls for repeal of Second Amendment

A Texas A&M University School of Law professor wants to see the Second Amendment shelved and replaced with something else.

Professor Mary Margaret Penrose made that staggering revelation at a day-long symposium Friday at the University of Connecticut School of Law in Hartford, according to The Daily Caller.

Connecticut’s Governor Dannel Malloy delivered the symposium’s opening remarks, the subject of which was the Second Amendment and gun control organized by The Connecticut Law Review.

Because of its locale, Penrose brought up the Sandy Hook Elementary School shooting in Newtown, Conn. almost a year ago. She also mentioned the Gabrielle Giffords shooting in Arizona.

The Daily Caller reported:

Noting her own outrage that Americans continue to tolerate gun violence, Penrose asked audience members to raise their hands if they thought laws intended to prevent gun violence have been successful. No one raised a hand.

“I think I’m in agreement with you and, unfortunately, drastic times require drastic measures,” Penrose said, according to CTNews Junkie. “I think the Second Amendment is misunderstood and I think it’s time today, in our drastic measures, to repeal and replace that Second Amendment.”

She then proposed leaving it to the states.

constitution-burning“The beauty of a ‘states’ rights model’ solution is it allows those of you who want to live in a state with strong restrictions to do so and those who want to live in a state with very loose restrictions to do so,” she said.

Penrose also called the entire U.S. Constitution woefully obsolete, saying popular allegiance to it is misplaced.

“Why do we keep such an allegiance to a Constitution that was driven by 18th century concerns?” she asked, according to CTNewsJunkie. “How many of you recognize that the main concern of the 18th century was a standing army? That’s what motivated the Second Amendment — fear of a standing army.”

You’d think Penrose, who teaches constitutional law, would know that the United States already has jurisdictions with highly restrictive gun laws. Cities such as New York, Chicago and Washington, D.C., have enacted draconian measures — all with little effect.

In April, Malloy signed a highly restrictive gun control bill into law. Shortly after that, Colt firearms announced it would be leaving Connecticut for greener pastures.
